In 1999, the Maryland General Assembly passed a bill that resulted in the state becoming deregulated.

The Electric Customer Choice and Comparison Act of 1999 had the support of many politicians, both Republican and Democrat. It was signed by Democratic Governor Parris Glendening.

Glendening opposed but signed for it despite that. Some say this is probably because he feared it would be overwritten and vetoed.

Had the stated remained regulated, customers would still be stuck with the same company and the same rates.

However, it no longer has to be that way for Maryland citizens who enjoy the freedom to choose an energy provider.
